What is All-Russian Scout Association mean?

The All-Russian Scout Association (Всероссийская скаутская ассоциация), or ARSA, before 2014 named Russian Association of Scouts/Navigators (Russian: Росси́йская Ассоциа́ция Навига́торов/Ска́утов), or RAS/N (РAН/С) is an all-Russian public children's organization. ARSA is currently the National Scout Organization of Russia officially recognized by the World Organization of the Scout Movement (WOSM), as reported in February 2014.

Creating ARSA was announced as a "big step in the unification of the Scout movement" in Russia, when formerly dozens of Scout organizations existed. The unification happened 25 years after the establishment of AVoRS (АВоРС Ассоциация возрождения Российского скаутинга-revival of Russian Scouting Association) in 1990. ARSA has then become a member of the National Council of Youth Organizations of the Russian Federation and an active participant in a number of programs and projects of the Committee on Youth Affairs.

ARSA originated from the reform of the Russian Association of Scouts/Navigators and included the following organizations:

ARNSO (All-Russian National Scout Organization)BPS (Brotherhood of Orthodox Pathfinders)SDF (Federation of Scouts of Russia)NOSDR (National Organization of the Scout Movement of Russia)

as well as part of the Russian Scout Organization. Current negotiations are being held on accession of the RCC (Russian Union of Scouts). ARSA maintains relations with other Scout organizations, such as NORS-R, ORYuR, and the Russian Association of Girl Scouts.

The organisation also represents Russian Scouting internationally, maintaining relationships with a number of countries, among them Germany, Poland, England, Japan, Finland, Norway, Sweden. Representing Russia at the World Scout Organization, ARSA is part of the Eurasia Scout Region.
