What is Oil and Gas Regulatory Authority mean?

Introduction:

Oil and Gas Regulatory Authority (OGRA) was established by the Federal Government on March 28, 2002 in pursuance of the Oil and Gas Regulatory Authority Ordinance, 2002. Consequent upon the establishment of OGRA, the Natural Gas Regulatory Authority (NGRA) was subsumed by the OGRA. All properties and works done by the NGRA were transferred to and protected under the OGRA Ordinance. OGRA was, therefore, in a position to start its functions in respect to natural gas immediately upon its establishment.

Vision Statement

To develop and continuously work towards a safe, progressive and competitive Oil and Gas Industry in close coordination with all stakeholders and provide sustainable solutions, through innovation and adaptation, to foresee and overcome any challenges faced by the sector and to safeguard the interests and uphold the confidence of the nation and the consumers, in the areas of Nat. Gas, Petroleum Products, Lubricants, LNG, CNG, LPG and (Oil Pipeline) Transportation of Petroleum Products.

Mission Statement & Objective:

To Safeguard public interest through efficient and effective regulation in the midstream and downstream petroleum sector.The objective of OGRA is to “foster competition, increase private investment and ownership in the midstream and downstream petroleum industry, protect the public interest while respecting individual rights and provide effective and efficient regulations”.

Composition of the Authority:

The Authority comprises of Chairman/Chairperson and three Members viz; Member (Gas), Member (Finance) and Member (Oil) who are professionals with rich experience in their respective fields. They can serve for maximum two terms subject to retirement on attaining the age of 65 years. The Authority comprises of Chairman and three Members. The Chairman and Members are being appointed by the Federal Government through a competitive process on tenure basis in accordance with the provisions of the OGRA Ordinance. The names of Chairman and Authority Members are as follows:

Chairman:

Mr. Masroor Khan has assumed the charge of Chairman OGRA on February 23, 2021 bringing 30 years of local and international experience notably in the field of Downstream Retail fuel, Engineering, Project Management, Oil Asset Management, Joint Venture Governance/Management, Cross Country Oil Pipeline, Downstream Assets acquisition portfolio projects and operational experience in the oil and gas industry including LNG & CNG.

Member (Gas):

Mr. Muhammad Arif joined Oil and Gas Regulatory Authority as Member Gas on 21st November 2019 bringing more than thirty (30) years of experience on the commercial, legal and Joint Venture affairs of upstream oil and gas business and he is author of numerous research papers, articles and books. He is also main author of Books "Energy Law in Pakistan”, published by Wolters Kluwer, Netherlands, and contributed a chapter on Pakistan in book titled "Upstream Law and Regulation" published by Globe Law and Business, UK. He has been a visiting Professor of the International Islamic University, Islamabad teaching Petroleum Laws of Pakistan at LLM level and has so far supervised numerous thesis relating to the oil and gas industry.

Member (Oil):

Mr. Zain-ul-Abideen Qureshi joined Oil and Gas Regulatory Authority as Member Oil on 1st October 2020 bringing more than 28 years of extensive and diversified experience in the Oil & Gas sector. Prior to his appointment as Member (Oil), he has been serving the OGRA as Senior Executive Director. He also remained a member of the policy and research committee of Advanced Studies Centre of NUST, funded by USAID from 2015-17. Similarly, he attended many national/international training courses and seminars and fore-fronted Senior Management positions in ‘CALTEX OIL’ and ‘TOTAL’.

Powers and Functions

The powers and functions of the Authority are contained in Section 6 of the Ordinance. The Authority has the exclusive power to grant licenses for regulated activities in the Natural Gas, Compressed Natural Gas (CNG), Liquefied Petroleum Gas (LPG), Liquefied Natural Gas (LNG) and Oil sectors. These activities include construction of pipelines, development of transmission and distribution network, sale and storage of Natural Gas, installation, production, storage, transportation and marketing of CNG, LPG and LNG, laying the pipelines, establishing/operating refineries, construction/operation of storages, lube oil blending plants and marketing of petroleum products in the oil sector. Some of the specific major functions are:• Determination of revenue requirement and prescribed prices of natural gas utilities and notification of prescribed and consumers sale prices.• Computes & notifies ex-refinery reference
